FOREWORD

In September 2007, the Interim Government of Fiji decided to launch a national initiative to Build a Better Fiji for All through a Peoples Charter for Change, Peace and Progress (PCCPP). Accordingly, the Interim Government recommended to His Excellency, the President, that a National Council be established for that purpose.
